刘庆会:1966年出生于山东省单县,1984年至1988年南京理工大学无线电技术学习,1997年至2003年在日本鹿儿岛大学留学,2000年获硕士,2003年获博士学位。2003年至2009年,在日本国立天文台从事探月卫星SELENE的开发研究。2009年以中国科学院引进杰出人才的岗位回上海天文台工作。研究员、博导、浦江人才、射电天文科学与技术研究室副主任、65米射电望远镜(天马望远镜)总工程师、天问一号VLBI分系统总设计师、嫦娥六号VLBI分系统总指挥、嫦娥二/三/四/五号VLBI测定轨总体技术主任设计师。
刘庆会在日本研究期间,在深空和月球探测、VLBI技术、多普勒技术和行星科学的研究中,做出了具有国际水平的研究工作。在SELENE中,利用同波束VLBI技术成功得到了误差为数皮秒的VLBI观测数据,并把月球卫星的定轨精度提高到十米。从4程多普勒数据中首次检出了月球背面重力场的信号。与合作者利用4程多普勒得到的当时最高精度的月球重力场模型发表于Science期刊。
刘庆会提出了基于同波束VLBI技术的多探测器精密测定轨和交会对接高精度测定位方案,获得探月三期关键技术研究优秀个人。提出了基于同波束VLBI技术的月球车相对定位方案,把月球车相对定位精度提高至1米,并以数厘米的灵敏度监测出月球车的移动、转弯等动作,为国际先进水平,获得嫦娥三号突出贡献者和上海市科技进步一等奖。研究的同波束VLBI技术成功运用于嫦娥五号,为远程导引和交会对接等做出了贡献。
刘庆会作为天问一号VLBI分系统总设计师,带领团队研究高精度VLBI测定轨技术,研发40多台套设备,把天问一号VLBI时延精度提高至0.1纳秒,火星探测器测定轨精度提高至1km,为天问一号的圆满成功做出了贡献,也为我国后续的深空探测VLBI精密测定轨打下了良好基础。获得天问一号先进个人和国防科技进步特等奖。
刘庆会作为嫦娥六号VLBI分系统总指挥,带领团队圆满完成嫦娥六号VLBI测定轨,进而为世界上首次月球背面采样返回的成功做出了贡献。
刘庆会针对深空探测,撰写了VLBI长远发展规划和VLBI测定轨实施方案,开展基于同波束VLBI技术的火星车定位和轨道器定轨技术研究,开展基于4程多普勒的月球背面探测器跟踪技术研究大气和电离层观测科学应用等研究,开展了空间VLBI关键技术研究,推进的月球轨道VLBI成功立项,成为世界上第一个月球VLBI实验系统。
刘庆会作为总工程师,把很多精力用于65米射电望远镜的研发和65米及25米望远镜的运维工作,常年默默服务于射电天文学界同仁。该望远镜具有8个波段1.2-50GHz的观测能力,所有波段任意仰角的观测效率均大于50%,在探月和深空探测VLBI测定轨中为国家做出了重大贡献,在谱线、脉冲星、连续谱、VLBI射电天文观测研究中取得了一批研究成果,取得了包括黑洞成像和黑洞自旋的发现等,实现了对外开放,每年运行7000小时以上,获得2018年上海市科技进步特等奖。
刘庆会具有很强的协同合作精神,学术思想活跃,在IEEE trans.、Radio Science、中国科学、Science、Nature等学术刊物上发表130多篇论文。获得国防科技进步特等奖、上海市科技进步特等奖、上海市科技进步一等奖、嫦娥三号突出贡献者、天问一号先进个人、嫦娥五号关键技术研究优秀个人、中国侨联创新人才奖、中科院特聘研究员、国务院特殊津贴专家、电子学会十佳科技工作者、中国归侨侨眷先进个人、上海分院身边榜样先进个人等。
