Dear Post-doctors and co-supervisors: 

　　  The China Post-Doctor Regulatory Commission has strengthened the verification of inbound and outbound registration procedures of post-doctors, and put forward further stringent requirements on the authenticity and integrality of inbound and outbound documents. 

　　  Wherein, for post-doctor applicants or post-doctors in-station, if they obtained the doctoral degree from overseas (including Hong Kong, Macao and Taiwan) or Sino-foreign cooperative education, the China Post-Doctor Regulatory Commission further requires:  

　　“(2) Applicants who got their doctoral degree from overseas or Sino-foreign cooperative education are required to provide the diploma authentication certificate (学位认证书) issued by Chinese Service Center for Scholarly Exchange（CSCSE） (foreigners can also provide the degree authentication certificate issued by Local Chinese Embassies and Consulates abroad). If applicants who have graduated within 6 months are temporally not available to hand-in the authentication certificate when entering China, they must provide a copy of original diploma to finish the inbound registration procedures and should submit the authentication certificate for verification and filing within 6 months after entering China. Those who failed to submit the certificate timely should be handled by retreat. ”  

　　When going through the outbound procedures after expiration of postdoctoral work, the Shanghai Postdoctoral Office will examine the post-doctors’ doctor diploma and the authentication certificate. Those who cannot provide the certificates or fail in making the diploma authentication will be rejected to pass the outbound verification procedure and can never get the postdoctoral certificate issued by China Post-Doctor Regulatory Commission.

　　Q&A 

　　Q：Do foreign (including Hong Kong, Macao and Taiwan) people need foreign (overseas) diploma authentication？ 

　　A: Yes, and the application process is the same as the Chinese applicant, in need of providing foreign passport (Chinese passport extra during the overseas studying as for the Chinese passport holder). 

　　Q: Can the application materials of foreign (overseas) diploma certification be submitted by others? 

　　A: Signature under hand is required. So it is recommended that applicant go to the certification organization by himself to verify and submit the application. If the applicant cannot hand in the application material, he may turn to his family or friend for agency to fill in and autograph the form《代理递交认证申请材料委托书》 and 《授权声明》. The agent should offer his/her ID card and the needed material of the applicant. One agent can only act to submit the application material of one applicant in a year. The certification organizations won’t accept any application from any agencies. 

　　Q: How long will the whole certification process of foreign (overseas) diploma take? 

　　A: Generally, the whole assessment process of the foreign (overseas) diploma certification takes 20 working days. Please notice that: it doesn’t include the mailing time. The certification assessment time starts from the pass day of preliminary authentication, and ends at the production of certification result.
